I remembered Tom said there's a skybridge from the WTC 2nd floor all the way to Taipei City Hall Station, so I decided to try it. Went back to WTC 2nd floor, took the skybridge to Taipei 101, had a simple dinner downstairs, then went back up to 101's 2nd floor, walked through Shin Kong Mitsukoshi A few buildings, and finally crossed the street to Dream Plaza. It was still raining, so I thought I'd find a place to sit and wait for it to stop.
